Mapping Specialist

The role serves as one of the primary points of contact for all things relating to mapping of customer locations as well as an internal expert on Google Earth. The primary responsibility is to ensure mapping data is consistent across all FCC systems, including the FCC and HUBB, as well as ensure data coincides with our internal systems. The daily activities may include entering various types of data into regulatory GIS databases, such as text or spreadsheet files of latitude and longitude coordinates, tabular data, aerial or satellite imagery, and manual digitizing of paper maps or map images. The position analyzes GIS and property tax data to identify spatial relationships and ownership or displays the results of analyses; reviews GIS data for currency and accuracy; documents the parameters and context of GIS data; performs spatial analysis; and verifies location property existence.

Duties & Responsibilities

  • Serves as a data expert for all FCC mapping regulations.
  • Coordinates analysis for geocode property points utilizing GIS databases, county tax records, and other publicly available means.
  • Extracts system data into Excel using Google Earth for comparison, analysis, and management use.
  • Serves as the company-wide expert on the FCC Broadband Data Collection (BDC) and facilitates all system changes related to the BDC, including tracking of locations, comparing of locations, validation of locations, and challenging of locations.
  • Processes BDC challenges for location adds, location moves, geocode changes, and location removals. Updates internal system with related changes, as needed.
  • Coordinates with local counties to identify demolished to remove and newly built locations to add to BDC filings vis the challenge process.
  • Tracks and analyzes all BDC challenges, prioritizing ILEC and grant zones, as well as updating CLEC zones.
  • Serves as the company-wide expert on the FCC HUBB and facilitates all system changes related to the HUBB, including tracking of locations, comparing of locations, validation of locations, and challenging of locations.
  • Processes HUBB changes for location adds, geocode changes, and removals. Updates the internal systems with related changes, as needed.
  • Utilizes Google Earth for documenting existence and non-existence of locations for all addresses without our billing system. Utilizing street view and arial view to attach FCC approved “proof” of status of a broadband serviceable location to customer accounts.
  • Coordinates and creates data pulls using basic SQL and query building skills from complex data tables. Data pulls will be used to perform routine analysis to ensure data between BDC, HUBB, and the system match, including addresses, geocodes, and serviceability, updating all outlying datapoints across systems.
  • Manipulates and compares data using advanced Excel techniques.
  • Documents workflow of system processes and procedures relating to all processes.
  • Assists in developing processes and policies for handling new regulatory programs affecting customer location points and mapping.
  • Updates billing systems for geocode changes, address changes, serviceability, BDC IDs, HUBB IDs, and other mapping and serviceability requirements, as needed.
  • Facilitates field level photographs, as needed, with embedded geocodes in photographic technology.

Knowledge & Experience

  • Knowledge and skills are usually acquired through an associate’s degree or equivalent.
  • Three years of progressive experience in a business office setting.
  • Knowledge of mapping coordinates, property tax records, and GIS systems.
  • Basic understanding of rural telephone terminology and subscriber/community concerns.
  • Computer literacy including a working knowledge of Microsoft Office products.
